When adding in new exact match keywords as a part of the improvement process, it'd be great to be able to add them to a new ad group, not just select existing ones.

Yes sometimes it would be nice to split this search term into a new ad group- if an appropriate one does not yet exist. Then copying the ads from the legacy ad group.

When suggesting an exact match, does/can the system also check if their is an MBM match type for the same keyword?

Yes. When adding exact term from search term report would be nice to be able to specify a new adgroup in existing campaign. The search term might be better broken out from existing adgroup.
